Background

Cullen Mitchell is a Nationally Registered Paramedic with 13 years of experience in emergency medical services, specializing in prehospital emergency care, tactical medicine, and emergency medical education. He currently serves as Assistant Chief of Bucks County Rescue Squad and as a field paramedic with Levittown Fairless Hills Rescue Squad, where he continues to provide advanced life support in high-acuity emergency settings.

Cullen is an active member of the Bucks County Major Incident Response Team, supporting multidisciplinary operations during high-risk incidents and large-scale events. His operational experience has reinforced the importance of rapid assessment, sound clinical judgment, and evidence-based patient care in dynamic environments.

As an educator, Cullen is dedicated to preparing first responders through practical, scenario-based training that reflects the realities of the field. His instructional style emphasizes critical thinking, teamwork, and hands-on skill development to build confidence and competence under pressure.

At Penn Tactical Solutions, Cullen instructs Tactical Emergency Casualty Care (TECC), Tactical Combat Casualty Care (TCCC), Stop the Bleed®, patrol medical, and other emergency medical programs for law enforcement, EMS, fire service personnel, security professionals, and responsible citizens.
