Tactical Medical Instructor

Penn Tactical Solutions is seeking credentialed public safety professionals to join our instructor cadre. PTS instructors deliver hands-on tactical medicine and emergency preparedness training to law enforcement, EMS, fire, and institutional clients across the Philadelphia region.

Position Description
PTS instructors plan, deliver, and evaluate training programs aligned with PTS curriculum standards and applicable Pennsylvania EMS regulations. Core duties include conducting classroom instruction and practical skill stations, maintaining accurate attendance and competency records, adapting course delivery to meet client agency needs, supporting curriculum development and materials review, and representing Penn Tactical Solutions professionally at all training sites. Course types include tactical emergency casualty care (TECC), stop the bleed, active threat response, crowd medicine, CPR and AED, and institutional emergency preparedness.
Required Qualifications
Current certification as an EMT, AEMT, or Paramedic or current licensure as an RN, APRN, or Physician. Minimum six years of active operational experience in EMS, law enforcement, fire, or military service. Current instructor certification from NAEMT, American Heart Association, or equivalent credentialing body. Ability to pass a background check. Valid driver's license.Child abuse history clearance required for assignments at schools or youth-serving organizations.
Preferred Qualifications
Minimum ten years of active operational experience in EMS, law enforcement, fire, or military service. Multidisciplinary background spanning two or more public safety disciplines. TCCC, TECC, or PHTLS instructor credentials. Experience delivering training to law enforcement or tactical teams. Military or special operations background. Bilingual candidates encouraged to apply. Familiarity with COSTARS procurement and government contract training environments.
Physical Requirements

Must be able to demonstrate practical skills, stand and instruct for extended periods, lift and carry training equipment up to 50 pounds, and operate effectively in field training environments including outdoor and low-light conditions.

Schedule and Travel

This position requires availability for evening and weekend training sessions.

Regional travel within the Philadelphia metro area and surrounding Pennsylvania counties. Occasional travel beyond the tri-state area for specialty programs or contracted events.

Travel and expense reimbursement is provided in accordance with U.S. General Services Administration (GSA) per diem guidelines for meals, lodging, and incidental expenses. Mileage reimbursement is provided at the current IRS standard mileage rate.

Training Assistant

Penn Tactical Solutions is looking for motivated public safety professionals and students at the start of their careers to support our instructor cadre. This is a hands-on role that puts you on the training floor alongside experienced practitioners and provides a direct path toward instructor certification.

Position Description
Training Assistants support PTS instructor staff across all phases of course delivery. Responsibilities include setting up and breaking down training sites and skill stations, coordinating with role players and standardized patients, managing props, moulage, and scenario materials, assisting participants during practical exercises, and supporting administrative tasks including sign-in, rosters, and equipment inventory. Training Assistants work directly under lead instructors and gain exposure to a wide range of course formats including tactical emergency casualty care, stop the bleed, active threat response, CPR and AED, and institutional preparedness programs. PTS actively supports Training Assistants in pursuing instructor certifications. Candidates who demonstrate reliability and performance will be considered for lead instructor opportunities as they develop. This is a W-2 employment position. All candidates must be authorized to work in the United States. Employment eligibility is verified through E-Verify prior to the first date of work.
Required Qualifications
Minimum certification as an EMT or enrollment in an accredited EMS, nursing, or allied health program. Demonstrated interest in public safety training and instruction. Ability to pass a background check. Child abuse history clearance required for assignments at schools or youth-serving organizations.
Preferred Qualifications
Current CPR and first aid certification. Prior experience as a role player, standardized patient, or training support staff. Volunteer EMS, fire, or law enforcement experience. Students currently enrolled in paramedic, nursing, or physician assistant programs are encouraged to apply.
Physical Requirements

Must be able to lift and carry training equipment up to 50 pounds, set up and break down skill stations, and remain on feet for extended periods in field training environments including outdoor and low-light conditions.

Training Role Player

Penn Tactical Solutions is seeking individuals to serve as role players and simulated patients for live training scenarios. No prior public safety experience is required. This is a flexible, per-diem position ideal for actors, students, veterans, and community members who want to contribute to first responder and public safety training.

Position Description
Training Role Players portray victims, bystanders, and other scenario characters during live emergency training exercises. Responsibilities include following scenario scripts and instructor direction, portraying realistic casualty presentations with simulated injuries using moulage makeup and props, responding authentically to participant actions throughout the scenario, maintaining character and composure between contact points, and participating in pre-scenario briefings and post-scenario debriefs. This is one of the most entertaining positions in public safety training. Role players are not expected to stay quiet or stay still. Screaming, crying, calling for help, arguing with responders, and acting out realistic panic and distress are encouraged. The more realistic the performance, the better the training outcome. Great role players make great responders. Role players do not provide instruction or medical care. Their job is to create realistic, high-pressure conditions that prepare first responders, law enforcement, and civilian participants to perform under stress. During exercises, participants will assess and treat role players in a manner consistent with emergency medical and trauma care. This includes tourniquet application to the arms and legs, wound packing, chest seal application, head-to-toe patient assessment, and movement and transport of simulated casualties. All contact occurs under instructor supervision and within established training protocols. This is a W-2 employment position. All candidates must be authorized to work in the United States. Employment eligibility is verified through E-Verify prior to the first date of work.
Required Qualifications
Ability to follow verbal and written directions. Ability to remain calm and stay in character during high-intensity training scenarios. Comfort working in close contact with training participants including being physically assessed, tourniqueted, and bandaged during casualty care exercises. Ability to pass a background check. Assignments involving youth audiences require a child abuse history clearance in accordance with applicable state law prior to the first date of assignment.
Preferred Qualifications
Prior experience as a role player, standardized patient, or actor. Theater, improv, or performance background. Veteran or first responder background. Familiarity with emergency medical or tactical training environments. Ability to portray a range of ages, injuries, and emotional states convincingly. Experience with moulage application or simulated wound makeup is a plus.
Physical Requirements

Must be able to remain on the ground or in simulated casualty positions for extended periods, tolerate application of moulage makeup and simulated wound props, and operate in field training environments including outdoor and low-light conditions. Must be comfortable with physical contact in the context of simulated casualty care including tourniquet application, wound packing, and patient assessment.
