Background

Patrick brings 20 years of law enforcement experience with a major metropolitan police department to the Penn Tactical Solutions team, including assignment to a specialized counterterrorism unit responsible for addressing complex, high-risk incidents involving critical infrastructure, large-scale events, and evolving threat environments.

Throughout his career, Patrick has held key instructional roles, including academy instructor and senior field training instructor. He serves as a lead instructor for the regional Major Incident Response Team (MIRT), supporting operations and training across Philadelphia, Bucks, Delaware, Chester, and Montgomery Counties. His work in MIRT environments demands fluency in multi-agency coordination and unified command operations during large-scale emergencies, and that expertise carries directly into how he prepares responders in the classroom and the field.

Patrick is a recognized instructor delivering training through programs including the Center for Domestic Preparedness (CDP), Counterterrorism Operations Support (CTOS), and the Office for Bombing Prevention. His instructional portfolio spans CBRN response, radiation safety, and mass casualty incident management. He has served on the Joint Terrorism Task Force (JTTF) with a focus on Weapons of Mass Destruction, contributing to preparedness and response strategies at federal and local levels.

Beyond law enforcement, Patrick brings more than 12 years of service as an Emergency Medical Technician. That dual credentialing gives him a working ability to bridge tactical operations and emergency medical response, a perspective that is rare in either discipline alone and uniquely valuable in the integrated training PTS delivers.

Patrick has served as a project manager for trauma kit implementation and training programs in public and private schools and major sporting stadiums. In that role, he oversaw equipment selection, deployment strategies, and end-user training, preparing staff and responders to manage life-threatening bleeding emergencies. He has designed and implemented numerous training programs, including tourniquet deployment for law enforcement agencies, mass casualty response, Tactical Emergency Casualty Care (TECC), and crowd dynamics and field force operations.

His instructional approach emphasizes practical, scenario-based training that prepares responders to perform under pressure in real-world conditions. Patrick brings to Penn Tactical Solutions students the operational grounding of two decades in metropolitan law enforcement, the tactical medical perspective of a working EMT, and the program development discipline of an instructor who has built courses from the ground up for agencies and institutions across the region.
