Background

Neil brings more than four decades of combined military and government service to the Penn Tactical Solutions team.

A retired Chief Hospital Corpsman with 26 years of active-duty service, Neil served as a Fleet Marine Force Corpsman, providing frontline medical support in high-demand operational environments. His military career built deep expertise in trauma care, operational medicine, and leadership under pressure.

Following his Navy retirement, Neil continued serving for 18 years as a Government Occupational Health Officer, overseeing workplace health programs, risk mitigation strategies, and employee safety initiatives. That second career gave him a perspective that few instructors hold: fluency in both the tactical medicine of the field and the occupational health systems that protect responders over a full career.

Neil's teaching emphasizes practical application, disciplined fundamentals, and mission-ready preparedness. He understands both the realities of the scene and the systems that support long-term health and safety for the people working it.

When he is not instructing, Neil drives for DoorDash and spends time spoiling his grandchildren.
