Background

Marty brings 23 years of EMS experience to the Penn Tactical Solutions team, with a career that combines fire service, tactical medicine, water rescue, and hazardous materials response under a single operational mindset.

A current EMS Chief and active tactical medic, Marty is presently assigned to a regional SWAT team and to the county Major Incident Response Team. His tactical assignments place him alongside law enforcement during high-risk warrant service, barricaded subject incidents, and pre-planned major events, providing point-of-injury medical support in environments where conventional EMS staging is not an option.

Marty has provided tactical medical support at major events including the 2015 Papal Visit, the 2016 Democratic National Convention, the NFL Draft, the Army Navy Game, and the Philadelphia Eagles Super Bowl Parade. In 2021 and 2022 he served on the medical detail for International SOS during Operation Allies Welcome, providing emergency medical care to a population of over 15,000 Afghani refugees as part of the federally contracted response.

Marty is a trained rescue diver, expanding his operational scope to water-based incidents at venues, waterfronts, and major events. He also brings experience in CBRNE response, the federal designation for chemical, biological, radiological, nuclear, and explosive threats. That training is a defining capability for major event medical planning and for any agency working alongside federal partners on mass casualty preparation.

As a current EMS Chief, Marty understands both the operational realities of the field and the command, logistics, and policy decisions that shape how an agency responds when an incident escalates. That dual perspective informs his teaching across tactical medicine, casualty care under threat, and operational integration between fire, EMS, and law enforcement personnel.

Marty's instruction emphasizes practical decision-making under stress, interagency coordination, and the kind of operational realism that comes from currently doing the work he teaches.
