Background
Mark brings forty-five years of emergency services experience that spans nearly every corner of public safety.
His career began as a volunteer firefighter, followed by service as a career firefighter with the U.S. Navy. He later served as an EMT and Paramedic with several of the busiest EMS squads in Montgomery County, Pennsylvania, before completing a twenty-year career as a police officer.
Mark has extensive training in hazardous materials, confined space rescue, high-angle and technical rescue, and active shooter response. His multi-faceted background allows him to integrate fire, EMS, and law enforcement perspectives into a single operational mindset.
For Penn Tactical Solutions law enforcement students, Mark plays a key role in bridging the gap between policing and medicine. By bringing advanced medical knowledge into police work, he helps officers understand how early medical decision-making, hemorrhage control, and casualty care directly impact outcomes during high-risk and violent incidents.
