He holds a Master of Arts in Urban and Regional Planning from the University of Westminster in London and a Bachelor of Arts in Geography and Urban Studies from Temple University, along with a Certificate in Geographic Information Systems and a FEMA Emergency Planning certification (IS-235c). His master's dissertation focused on transit redesign and land value capture along Philadelphia's Roosevelt Boulevard, a project that combined policy analysis, data modeling, and geospatial design at a city scale.
Kyle's professional experience includes infrastructure mapping work where he managed a GIS database tracking water mains, identified lead-lined service lines through historic work order analysis, and ensured physical infrastructure was accurately represented in digital records. His earlier work with the Southeastern Pennsylvania Transportation Authority involved transit ridership analysis, geospatial visualization of pandemic-era ridership shifts, and digitization of physical records for downstream GIS use.
At Penn Tactical Solutions, Kyle applies that same methodology to public safety planning.
