Background

John Dwyer brings more than 55 years of EMS experience to the Penn Tactical Solutions team. From 1962 through 2020, he served the Upper Moreland community as a paramedic with the Second Alarmer's Association and Rescue Squad, where he held leadership positions including Command Paramedic, President, Vice President, Treasurer, and
Captain across a 58-year tenure with one of the region's foundational rescue squads.

John is a current NAEMT Tactical Combat Casualty Care Instructor, NAEMT Tactical Emergency Casualty Care Instructor, and American College of Surgeons Stop the Bleed Instructor. He held a Pennsylvania Department of Health Paramedic license with Instructor Endorsement and current credentials in Basic Cardiac Life Support, Advanced Cardiac Life Support, and Pediatric Advanced Life Support. He is also a credentialed IPMBA EMS Cyclist, providing bicycle-based EMS support at major events.

A focused area of John's instructional work is training for congregations and faith communities. He brings particular depth to Stop the Bleed and emergency response training delivered to churches, where the audience includes ushers, greeters, security volunteers, and congregational leadership preparing to respond to medical emergencies and targeted violence in faith settings. His teaching style is calibrated for non-medical adult learners and emphasizes confidence, decisiveness, and the specific operational realities of church environments.

From 1977 through 1994, John served the American Heart Association as a CPR Instructor, CPR Instructor Trainer, Affiliate Faculty member, and Emergency Cardiac Committee Chairman. He served as an EMT Instructor with the Montgomery County Emergency Training Institute from 1979 through 1984, training a generation of Pennsylvania EMS providers.

A United States Air Force veteran with eight years of active duty service from 1965 through 1973, John holds a Bachelor of Science in Electrical Engineering and a Bachelor of Science in Engineering Administration from Michigan Technological University. He completed a 30-year career as a corporate professional with Unisys Corporation in Blue Bell, Pennsylvania, where he developed and conducted training programs across a wide range of technical and operational topics.

John brings to Penn Tactical Solutions students the rare combination of foundational EMS tenure, current national-level instructor credentialing, deep congregation safety training experience, and the corporate-training background to teach complex material clearly and rigorously. His instruction draws on more than five decades of operational response and a continuous commitment to staying current with the standards he teaches.
