Tactical Emergency Casualty Care for Law Enforcement
TECC-LEO
An 8-hour course that brings the core content of the TECC provider curriculum to law enforcement officers and non-EMS first responders. Students learn tourniquet application, wound packing, airway management, and the decision framework for care under fire. Designed for the officer who will be the first medical responder on scene before EMS arrives.
TECC for Law Enforcement is an 8-hour classroom course that brings the core content of the TECC provider curriculum to law enforcement officers and non-EMS first responders. The course is built on the recognition that law enforcement officers are frequently the first medical responders at the scene of a shooting, stabbing, or traumatic injury -- and that the actions taken in the first minutes determine who survives.
The course covers the most critical life-saving interventions that a non-medical first responder can perform, delivered at a level appropriate for officers without a clinical background.
Skills taught include:
- Tourniquet application -- self-application and buddy aid
- Wound packing with hemostatic gauze
- Chest seal application for penetrating chest wounds
- Airway positioning and management
- Recognition of life-threatening hemorrhage and tension pneumothorax
- Care under fire decision-making
- Patient handoff to EMS
The course uses the TECC three-phase framework -- direct threat, indirect threat, and evacuation -- as the operational structure for all decision-making.
Completion awards a certificate of completion and 8 hours of content credit. Course materials include an officer reference guide for ongoing use.
TECC-LEO is appropriate for law enforcement officers, correctional officers, security personnel, and other non-EMS first responders. No prior medical training required.
